The current city page and guidelines describe a 0% deferred subordinate mortgage with no monthly payments. The balance is forgiven at one-fifteenth per year over a 15-year term. Sale, refinance, or maturity can trigger repayment, but the current guidelines also say repayment remains subject to available net proceeds.
How do you apply?
Get mortgage preapproval or prequalification, complete approved homebuyer education, and submit the city's interest form before the current application window closes. If selected, complete the full application and let the lender deliver final closing documents to Saint Paul before closing.
